7. Guideline for Establishment of Crisis Management and Disaster Recovery Systems

There is a large amount of information available on crisis or emergency management, in various industry sectors and relevant regulatory bodies. Most of the material is consistent in content and logic.

A simply offered model for considering crisis management and disaster recovery system is with the use of the Bow-Tie Analysis as presented in the Stage 1 report. This methodology firstly considers an initiating unwanted event – which for a generic situation could be any potentially identified emergency that could eventuate at the mine based on the known hazards – major fire, explosion, inrush, etc. as has been identified in the Project 1 Identify and collate leading safety technologies.

The second step in the model is to then consider the hazards that are prevalent that could initiate such an event e.g. mining a seam beneath a flooded seam, high methane content, high propensity for spontaneous combustion, etc. Then importantly how can each of the hazards be mitigated by implementing controls and ideally as high up (effective) the hierarchy of control as practicable.

The next aspect to consider in this model is the consequence should the unwanted event occur e.g. people trapped underground in a longwall panel due to conveyor belt fire outbye, catastrophic roof failure allows rapid water ingress into lower seam workings, roof fall in longwall gateroad slows mining rate such that spontaneous combustion occurs in goaf requiring sealing of the mine. The final and most critical step is to determine control measure that will reduce the impact of such consequences on people and the operation.

Continuing with this logic, crisis management deals with ensuring that an emergency doesn’t occur in the first place; but if it does, how can it be quickly be brought under control and how can the potential consequences be minimised. Should these measures fail and the emergency escalate to a disaster level, what are the required support systems required to limit the extent of further damage and contain the threat within the site boundary.
